Warkworth gets northern access - Puhoi gets none

The proposed route of a new four-lane highway, between Puhoi and Warkworth, will run to the west of the current highway, does not include an access for Puhoi and places the Warkworth access in the vicinity of Kaipara Flats Road.

The indicative route was released at a press conference in Auckland yesterday (November 17).

Surprisingly, the announcement did not include the route from Warkworth to Wellsford.

NZ Transport Authority Auckland/Northland director Stephen Town said there were a number of geological challenges with unstable ground around the Dome Valley and Wellsford that required further investigation.

Project manager Brett Gliddon said the delay was a tough decision and would mean that consultation on that section was unlikely to occur for a further six to 12 months.

The indicative route for the 18-km stretch of new road, leaves the present highway at the northern entrance of the Johnstone Hill tunnels. It goes between the existing road and Puhoi township, and then veers well west of the existing road skirting Pohuehue Reserve, Genesis Aquaculture, the Woodcocks Road industrial area and rejoining the present SH1 near the Kaipara Flats Road intersection.

No tunnels are planned along the route, which traverses 55 private properties, including two large forestry blocks.

Mr Gliddon says some landholders have only just learned of the project, while others knew it was on the cards.

“We know there will be some opposition,” he said.

NZTA has prepared maps for landowners whose properties are crossed by the indicative route. Mr Town said it was possible that the route might mover off their properties or require more or less land as a result of consultation and further studies.

A total of $75 million has been set aside for land acquisition over the total project.

The $1.65 billion project is expected to reduce the travelling time between Warkworth and Puhoi by five to seven minutes. The target starting date for construction is 2014.

Consultation on the proposed route will take place over the next two weeks (see consultation timetable). However, NZTA said further meetings would be held if required. Submissions must be received by January 28.

Transport Minister Steve Joyce says when finished, the new road will bring significant benefits to the Northland and Rodney districts, as well as to Auckland.

“The Puhoi to Wellsford corridor has been identified as one of our most essential state highway routes to reduce congestion, improve safety and support economic growth in our largest city and points north,” he says.

The benefits will include:
• enhanced inter regional and national economic growth and productivity
• improved movement of freight, which is expected to double between Auckland and Northland over the next 10 years
• improved the connectivity between key growth areas in the north Rodney area

Considering that we have over a thousand students and a large number of school buses on Woodcocks Rd, it would be complete insanity to suggest that this road also be used as an exit for a motorway. It is already a congested road- better with the lights but still congested- and for the safety of the students the Northern feeder road is by far the best option.

Why no intermediate on and off ramps between Warkworth and Orewa? Possible answer: having intemediate off ramps would seriously complicate the management of tolling, compared to a single entry single exit stretch of road. I suspect that the offramp issue has more to do with tolling than with roading practicalities. Given the low cost benefit ratio, this suggests to me that the whole priject is really a giant experiment in private tolled roading for long haul traffic, at the expense of the access interests of local communities.

What an ill-conceived plan. Do we really want to see Auckland sprawl even further and faster and swallow all land in it's path?Improve the current SH1, make it safer. Invest in better rail transport if the one of the main drivers is move freight more quickly and safely from the north. There will be a huge impact on the farmers, the mahurangi river, and beautiful rural feel of warkworth village. Its not too late to stop this. I hope someone pulls the plug soon, on this expensive and destructive plan.

Sounds good to me,wonderful opportunity to make the Warkworth town centre a really beautiful pedestrian friendly area.Keeps all the big traffic out of town, can have outdoor seating,riverside concerts,markets etc,etc.

Everyone should read the Rod Oram column in today’s Sunday Star Times, page D2. The Puhoi to Wellsford road comes off as the worst performer in cost-benefit terms of all 7 Roads of National Significance. It seems to have a cost-benefit of much less than breakeven 1.0 with costs greatly outweighing its benefits. And note ... the benefits are measured having been drawn very widely to include intangibles and externalities, ie: a wide economic view is taken as to what constitutes a 'benefit'. Perhaps, therefore, the answer to our NO access for Puhoi and Districts problem is ... NO road. This is another way to go on the issue – that is, to push for improvement of the old road alternative option, $200 M not $800M. That way Auckland City may get their money for their rapid rail too. Can't have both but.

Very short sighted, it should be a 6 lane motorway for now with the possibility to add another lane each side in the future.
Why not do it while you have the experts, machinery and man power. Puhoi does need an off ramp too.
There also needs to be a connecting road to go somewhere near the Showgrounds to connect up with Matakana Rd to take traffic wanting to go to straight to Matakana & Omaha and other tourist spots, so they don't double back clogging up the Hill St Intersection, which in turn could lessen the amount of money needed to be spent on the upgrade there

As a resident on Brown Road and a parent with children at the college I am pleased that the access into Warkworth is at the northern end of town. However there needs to be access and exit at Puhoi - this would be where residents of no only Puhoi but Warkworth itself could exit the Motorway rather than looping back. This is where the Warkworth business community could work on drawing off travelers to visit the township. There also needs to be complimentary work done by the Auckland Council with regard to the Western Collector route which could provide solutions assisting Hill Street and business concerns. We also need to be giving strong consideration to a more direct approach to the eastern beaches. Warkworth will soon have two major supermarkets in the township. This in itself gives the business community an opportunity to enhance that feature which draws people into Warkworth itself.

i think the route skirts so far west to maintain the flatest possible road. Following the current SH1 in a 4 lanemodel wouldn't be feasible.
I'm with the editor- Get the thing started, then iron out the access later. We all know there will be access to puhoi.
The northern intesection is probably the cheaper option, but a western one near woodcocks would make more sense if the hill st mess was fixed

From Andrea Hincho owner of Taste in Warkworth: “It’s not my preferred option for the town. I would prefer it to be at Woodcocks Road. People travelling never turn back. I’m disappointed and don’t think it’s a good idea from a business owners perspective. It’s just cutting Warkworth out of the loop even more.”

"The announcement of the route for the motorway is a great step in the right direction. I am delighted that NZTA have listened to the concerns of the resident and chosen a route west of the existing highway. This will protect the pristine environment of Mahurangi West and allow the existing SH1 to be used as a tourist route into the future. It is important that we concentrate on the big picture stuff, the route that has been announced, and not get bogged down in access issues that can be ironed out later. This is especially important for the on/off ramps at Puhoi which will probably not be an issue for many years. This has been a long time coming and is needed now. Let them get on with it."

for Stockyard it is not the end of the world but for Warkworth's existing centre it is a real blow to their future.

Morrison Drive and the town centre work hard for customers now and their very survival depends on passing trade from out of town.This is what makes them viable businesses.

Woodcocks with an efficient western collector as well as a minor northern entry /exit for truck would be more sensible and at least gets them closer to the town.

What a pointless and hugely expensive exercise. The proposed route is no shorter than the existing route would be with a few tweaks. A four lane highway on the present route would solve all the access problems. At a time when petrol prices are set to soar we should be looking at public transport, not new roads.
If we must have the bypass the only intelligent access for Warkworth is South, not North. I have research evidence which shows a Northern access will not be used by travellers to and from the East and the pressure will continue to build at Hill Street. Do we really think people from Snells will use a Northern access?

Disappointed to see no on/off ramp for Puhoi - hopefully this gets fixed. And I personally think it goes too far too the West close to Warkworth; shouldn't it be closer to Warkworth at that end. Seems to be longer than it would be needed to be given how far out to the West it goes. Presumably Warkworth has an on/off ramp.
