Community-centred proposal for Gulf Harbour Country Club

The proposal hopes to find a long-term solution for the neglected site.

Gulf Harbour residents are invited to have their say on a proposal aimed at securing long-term community ownership of the former Gulf Harbour Country Club land.

The directors of the Gulf Harbour Community Trustee Company have released what they call “Plan A”, a proposal designed to move plans forward for the site, which they say has become overgrown and unsafe in recent years.

The group says it has spent months developing the plan, describing it as a practical, long-term solution. The main goal is permanent community ownership, with a controlling share of the land held for the benefit of Gulf Harbour so it remains protected from unwanted development. The group says this reflects what many residents have indicated they want.

To manage the process, Gulf Harbour Community Trustee Company Ltd established two separate trusts, each with a defined role.

The first, Gulf Harbour Community Trust (GHCT#1), was set up in late 2024 and focuses on maintaining the land, including safety and upkeep.

The second, GHCT#2, formed in April 2025, will explore commercial options and lead negotiations towards a potential purchase of the land.

The group says separating the trusts allows day-to-day maintenance to remain distinct from the more complex work of negotiation and long-term planning.

The proposal includes a redesigned 18-hole golf course, intended to be more accessible and less costly to maintain than the previous layout. It also outlines wider community facilities, including a gym, swimming pool and health centre, aimed at broadening the site’s use beyond golf, and making it available for the wider community to use.

To help fund the project, the group says it is in advanced discussions with financial partners who support the community-led model. Auckland Council has also endorsed the direction, noting that community ownership offers long-term stability.

Further meetings with smaller community groups are planned as the masterplan is finalised.
