Delmore development back on fast-track pathway

A large-scale housing proposal in Wainui has returned to the fast-track consenting process, with developers lodging a new application after an earlier bid was withdrawn last year.

Developer Vineway Ltd, alongside Myland Partners, reapplied on January 12 for approvals for the Delmore development, a project that will see more than 1200 homes built on land between Upper Ōrewa Rd and Russell Rd.

The move follows the withdrawal of the original application on September 11, 2025, after a draft decision by an expert panel signalled the proposal was likely to be declined under the Resource Management Act on August 29, 2025.

The revised application has now been referred to a panel for determination under the Government’s fast-track process.

If approved, the development would cover around 109 hectares and include approximately 1230 residential lots, a small commercial area, neighbourhood parks and open space.

Plans also include significant infrastructure, such as part of the proposed NoR6 arterial route linking the Grand Drive interchange on State Highway 1 with Wainui Rd, along with upgrades aimed at supporting public transport.

Water and wastewater servicing are key components of the revised proposal. The developers are seeking consent from Auckland Council for an on-site groundwater supply, while wastewater for the first stage of the project would be managed through an on-site treatment plant. This would serve about 475 homes initially, with some wastewater to be trucked off-site during peak periods. 

Further stages of the development, expected from around 2031, would require additional wastewater approvals before homes could be occupied.

Environmental measures outlined in the application include native planting and ecological restoration across about 44 hectares, along with the creation of new wetland areas. The developers would manage planting and enhancement work for the first five years, before responsibility is handed to a residents’ society.

The applicants say the project could deliver an estimated $304 million in economic benefits and support around 2290 full-time equivalent jobs during construction.

Myland Partners has previously delivered developments including Cardinal West in Westgate, Manawa in Hobsonville and Strathmill in Ōrewa.

The panel will now consider the application before issuing a final decision.
