Black Swamp submissions close

Submissions on a subdivision on Black Swamp Road are being evaluated ahead of a hearing, likely to be held around mid-February next year.

Kaipara District Council received nearly 90 submissions on Plan Change 85, which seeks to rezone 95 hectares of rural land bordering Mangawhai estuary to a mix of residential and commercial zoned land.

The submissions encompassed nearly 290 individual comments, with the majority overwhelmingly opposing the plan. Common grounds for opposition included adverse environmental and ecological impacts, concerns about urban sprawl and the lack of infrastructure to support further development, and the flood risk from building in a low-lying area close to the estuary. There was also consistent opposition to the idea of creating another commercial hub in Mangawhai.

A council spokesperson says a hearings report will be compiled evaluating the application, expert opinions and considering all submissions. All submitters will be notified of the hearing date at least 10 working days in advance and anyone who has made a submission or further submission may attend the hearing. People who indicated they wish to be heard, will have the opportunity to present their views.

The development is being promoted by Cabra Mangawhai and Pro Land Matters Company and if it gets the green light, it will include around 600 residential sites averaging around 500-plus square metres, a neighbourhood centre and walkways.
