Screenshot Developers behind the proposed Mangawhai East development have confirmed they will appeal Kaipara District Council’s decision to decline the private plan change in the Environment Court. Council declined Private Plan Change 85 (PPC85) last month on the recommendation of an independent hearing panel, which found insufficient certainty regarding wastewater servicing for the development.
